Effect of Public Education Expenditure on Income Inequality in Low‐Income Countries: A Quantile Regression Approach

This paper aims to analyse the distributional effects of public social expenditure. To this end, it explores the conditional effects of education expenditure on income inequality in 42 low‐income countries from 1998 to 2022. It is innovative compared to previous work in that it uses both a parametric method (instrumental variable method) and a semi‐parametric method (Smoothed Instrumental Variables Quantile Regression). The findings indicate that public expenditure on education exerts a substantial impact on income inequality, across all specified models. A notable observation is that this effect is more pronounced in countries exhibiting comparatively lower levels of inequality than in those demonstrating higher inequality. Impact of contract farming on household income in Senegal

This study assesses the exploratory factors for household participation in contract farming and its relationship with farm income. We use instrumental variable models. Survey data collected under the Agricultural Policy Support Project (PAPA) in 2017 are used. Two results are obtained. The first result indicates that the exploratory factors for participation in contract farming are identified as gender, level of education, agro‐ecological zone, access to credit, agricultural insurance, agricultural advice, and the share of contract farming in the commune. Contribution des infrastructures de partenariats public privé à la croissance économique en Afrique subsaharienne

Cet article se propose d’évaluer les effets des infrastructures de PPP sur la croissance économique en Afrique subsaharienne. Pour ce faire, nous avons utilisé des données de panel dynamiques de 12 pays sur la période 2000-2018, estimées à partir de la méthode GMM. Les résultats qui en découlent, révèlent que les PPP impactent positivement et significativement la croissance économique dans les pays d’Afrique subsaharienne. Cependant, cette contribution est jugée assez faible. Les autres variables telles que les dépenses publiques de consommation, les dépenses de santé et l’ouverture commerciale ont également des effets significatifs et positifs sur la croissance économique. Par contre, l’inflation et la profondeur financière ont un impact significatif mais négatif.

The non-linear effect of Inflation on Economic Growth in Sub-Saharan Africa: Does Democracy Matter?

This paper focuses on the analysis of the relationship between inflation and economic growth, using a sample of 32 sub-Saharan African (SSA) countries, over the period 2002-2021. Beyond a linear association widely discussed in the literature, we are particularly interested in testing a non-linear relationship, using the democracy level as the moderating variable. Empirically, we use a renovated framework of González et al. (2005) by using a panel smooth transition regression (PSTR) model. Our strategy validates the non-linearity between inflation and economic growth, with the presence of a single transition function, reflecting two inflation regimes, namely a low-inflation regime in which economic growth is an increasing function of inflation, and a high-inflation regime in which the inverse relationship is observed. Institutions' quality and environmental pollution in Africa

This paper tests the pollution emissions and institutional quality nexus in Africa. Specifically, we analyze the effect of the political regime and the quality of political governance on CO2 emissions. To control for endogeneity, we apply the system generalized method of moments on a dynamic panel of African countries over the period 1996–2020. The key finding suggests that better institutions have a negative and significant effect on pollution in Africa. The findings also validate the environmental Kuznets curve hypothesis. Moreover, the results support the pollution haven hypothesis. Finally, if digitalization significantly curbs pollution, then industrialization, natural resources, as well as the intensive use of energy, are considered as positive predictors. Inflation and economic growth in Sub-Saharan Africa: The role of institutions

The objective of this paper is to revisit the non-linearity of the inflation-growth relationship in Sub-Saharan Africa, with a focus on the role of institutional quality apprehended by the level of democracy. Empirically, we used the Panel Smooth Transition Regression (PSTR) model to estimate the optimal inflation threshold from which the inflation-growth relationship changes sign. In a rather particular way, we appreciate the sensitivity of the estimation of the optimal threshold according to three modalities of the political regime, namely the democratic regime, the anocratic regime and the authoritarian regime. Over the period 2002–2015, we arrive at the following main findings: 1. the inflation-growth non-linearity is validated, attesting to a single inflation threshold or two inflation regimes; 2. the optimal inflation threshold is estimated at 12.23% in Sub-Saharan Africa. Écart de production dans la Zone UEMOA: analyse comparative d'une estimation par la fonction de production, le filtre de Kalman et le VAR structurel bayésien

Les notions de production potentielle et d'écart de production (output gap) constituent des outils importants permettant aux banques centrales et en particulier à la Banque centrale des États de l'Afrique de l'Ouest (BCEAO) de prévoir l'inflation dans la poursuite de leur objectif prioritaire de maitrise de l'inflation. Le choix d'une méthode d'estimation de l'inflation s'avère délicat. Ce papier propose une estimation de la production potentielle par les méthodes à composantes inobservables, l'approche de Watson (1986) et celle de Kuttner (1994), et par une méthode de modélisation économique, notamment le VAR structurel bayésien. Il propose également une comparaison de ces différentes méthodes avec la fonction de production très usitée dans la littérature et reconnue comme meilleure méthode d'estimation de la production potentielle pour les pays de l'UEMOA. Les résultats indiquent que les différentes approches ainsi que la fonction de production expliquent les différentes périodes de crise recensées au sein de l'union. L'analyse comparative, contre toute attente, révèle que seul l'output gap obtenu par la fonction de production n'explique pas l'inflation.

Interdépendance entre politique monétaire et politique budgétaire au sein de l’Union économique et monétaire ouest-africaine (UEMOA)

A l’aide d’un VAR Bayésien et d’une distribution a priori fondée sur l’approche de Litterman-Minnesota (1980, 1986), ce papier examine l’interdépendance des politiques monétaires et budgétaires au sein de l’Union économique et monétaire ouest-africaine. Les résultats révèlent, d’une part, la présence d’un effet mémoire dans les deux politiques, et d’autre part, un jeu de complémentarité qui découle d’un choc d’offre. L’efficacité des politiques monétaires et budgétaires doit donc prendre en compte le décalage temporel pour mieux intégrer ces deux dimensions.

Output Gap Estimates in the WAEMU Zone

The concepts of potential output and output gap are important tools for central banks and in particular CBWAS to forecast inflation in pursuit of its priority objective of controlling inflation. In this sense, the choice of a method for their estimation is tricky. This work proposes an estimation of the potential production by the unobservable component methods and proposes a comparison with the production function widely used in the literature and recognized as the best method of estimating the potential production for the WAEMU countries. Two methods with unobservable components are taken into account in this work. This is the approach of Watson (1986) and that of Kuttner (1994). The results indicate that the different approaches as well as the production function explain the various periods of crisis identified within the Union. However, the comparative analysis reveals that only the output gap estimated by the approaches of Watson (1986) and Kuttner (1994) have significant and positive effects on inflation while the output gap obtained by the production function does not explain inflation.

Youth employment and economic growth in WAEMU countries

This paper apprehends the bidirectionalrelation between youth employment and economic growth in the WAEMU countries over the period 1991 to 2015. An empirical analysis with panel data indicates that economic growth rate impacts negatively and in an insignificant wayyouth employment ratio, but this youth employment ratio is not able to significantly boost an economic growthrate. There is therefore the possibility of economic growth without employment in the WAEMU countries. The econometric results show that domestic investment and the current account balance are the most important determinants of job creation among young people. As for youth unemployment rates and the official exchange rate, they act negatively. On the other hand, foreign direct investment, the added value of the agricultural sector in GDP, official development assistance and the rate of inflation have no influence on youth …

Financial Instability and Inequality Dynamics in the WAEMU

This article assesses the effect of financial instability on income inequality and vice versa. The methodology used in this article is based on two approaches: the construction of the synthetic index of financial instability (SIFI) and the panel vector autoregressive (PVAR) approach. The results obtained help to explain that the disparity of income in a West African Economic and Monetary Union (WAEMU) country in each year negatively influences the stability of the financial sector the following year. Functions of impulse responses show that a shock to financial stability has a negative effect on itself and leads to a stable situation after seven periods. A rise in income inequality in WAEMU countries tends to mitigate financial instability at first, before boosting a higher level of instability. Following this increase, inequality will decline, but at a very slow pace.

L’objet de cet article est d’analyser la mesure dans laquelle le niveau de vie des ménages et la tarification affectent la demande d’électricité. La consommation d’électricité est liée avec le niveau de vie des ménages. La tarification a des effets sur la consommation d’électricité. La méthodologie utilisée est fondée sur une analyse en pseudo-panel à partir de données d’enquêtes de 1995 à 2011. Les résultats obtenus permettent d’expliquer de façon précise les réactions des ménages à la suite des fluctuations de prix du marché. Nos résultats démontrent que la sensibilité des ménages aux prix d’électricité n’est pas inexistante et n’est pas similaire pour tous les ménages (modestes, moyens, aisés). Ce résultat est expliqué en fonction des différentes caractéristiques des ménages. Certaines caractéristiques des ménages influencent plus que d’autres sur le niveau de la demande.

En l’an 1677 la France prend le pouvoir de l’île de Gorée (situé en face de la ville de Dakar), qui à cette époque a été le point de départ le plus important de la traite négrière vers les pays européens. Cependant, les Français n’ont commencé à s’ élargir à travers le territoire actuel du Sénégal qu’à partir de 1850, en prolongeant leur séjour jusqu’en 1960, année à laquelle le Sénégal a accédé à son indépendance (Devey, 2002).Comme on le sait, et comme indiqué dans le chapitre d’introduction de ce livre, les limites géographiques actuelles de la grande majorité des Etats africains étaient imposées par les pays européens colonisateurs. Avant l’arrivée des Européens, le continent africain a été divisée en royaumes qui correspondaient aux différents groupes ethniques qui, en général, s’ étendaient à travers tout le continent. Cependant, à la Conférence de Berlin de 1885 les puissances impériales européennes ont établi un critère de délimitation des frontières en fonction de leurs intérêts expansionnistes, en séparant les groupes ethniques dans certains pays et en reliant à l’intérieur d’autres groupes ethniques qui s’ étaient historiquement confrontés, devenant des conséquences négatifs et parfois tragiques (Ki-Zerbo, 2006). C’est ainsi que les français ont fixé les frontières de l’état actuel du Sénégal, prenant le nom de la langue wolof «Sunu gal «qui existait déjà et qui signifie «notre bateau.»
